New Law Could Stop ISPs From Throttling Users

The response by Comcast’s to recent inquiries by the FCC have apparently gotten some people in Washington to wake up a bit and at least open the way to some new talk about the subject of Net Neutrality.
Rep. Ed Markey, chairman of the House Subcommittee on Telecommunications and the Internet, introduced a bill recently that could result in penalizing ISP’s for throttling bandwidth to paying customers. The bill itself however, which has the tentative and hopeful sounding title “The Internet Freedom Preservation Act of 2008″, doesn’t actually come right out and declare throttling illegal. It just calls on the Federal Communications Commission to hold a hearing to decide if throttling is a “bad thing”, and if it’s got the authority to do something to stop it
